Prop 652: Update Instantiate Config: Unstake Reserve v1.0.2

This gives the Entropic CW1 (kujira1ntr0pcs4ytg7g2xnarmhhnxkkff5f67mdnruv2tvs924d6xa9mes9cyvh8) permissions to instantiate Unstake Reserve v1.0.2, which fixes an issue where redemption rates are incorrectly calculated.
