Prop 793: Replace USDT used as Quote asset

This proposal changes the Quote asset used for Supercharged pool creation from USDT via Kava to Alloyed USDT.

This proposal is concurrent with the proposal to make Alloyed USDT the canonical version of USDT on Osmosis.
