Prop 201: Trade and Earn rewards allocation

This proposal defines the rewards allocation of Trade & Earn from epoch 65 to epoch 68, which ends on 28 February 2023 (UTC).
Background
The Trade & Earn rewards program was approved by the Injective community to help support the trading volume of Injective and the growth of the exchange dApps built on Injective. As approved in proposal 196, the Trade & Earn rewards were extended until epoch 64 (ends on 31 January 2023).
Proposal
This proposal, if approved, will extend Trade & Earn rewards for another 4 weeks. The following is the breakdown of the rewards:
- Epoch 65 - 5,065 INJ
- Epoch 66 - 5,040 INJ
- Epoch 67 - 5,014 INJ
- Epoch 68 - 4,989 INJ
