Prop 634: Update Instantiate Config: Quark v1.2.0 Rewards

Gives the Entropic CW1 (kujira1ntr0pcs4ytg7g2xnarmhhnxkkff5f67mdnruv2tvs924d6xa9mes9cyvh8) permission for the Quark v1.2.0 rewards contract, which was mistakenly not included in the prior governance proposal.
