Prop 631: MantaDAO Migration: Update Contract Admin Addresses

In preparation for the series of steps to be executed as part of MantaDAO's migration, this proposal gives the Kujira team's Protocol Admin wallet contract admin authority over the MantaDAO cw4 and rewards contracts.
