Prop 787: Incentives Adjustment for June 2024

This proposal adjusts Osmosis Liquidity Incentives according to methodology in Proposal 578 as well as making the following adjustments:
* Stable/OSMO and ATOM grouped incentives remain static rather than raise due to high share of incentives.
