Prop 4596: Incentivize the LUNA-USK Pool on Kujira's BOW

The proposal aims to incentivize the LUNA-USK pair on Kujira's BOW with 10,000 LUNA until 17/04/2023. The Kujira Operational Fund has already incentivized the pair with 4500 KUJI for the period between 18/01/23 and 17/04/2023 and will match the 10,000 LUNA with KUJI(USD value).
