Prop 159: Update Token Prices - May 2024

This proposal updates existing token prices to their 52 week highs, and SOMM to its 52 week low. These values are used to set the starting auction prices for fees. Denominations in the x/cellarfees module account cannot be auctioned without a fresh TokenPrice set in the x/auction module.
