Prop 33: [SIPS-032] Real Yield USD Cellar Incentives 2

This proposal is intended to authorize a one-time transfer of 500,000 SOMM from the community pool to the CellarStaking contract, which is used to incentivize Real Yield USD cellar depositors on Ethereum Mainnet.
