Prop 42: Token Registry Proposal: Add Support for BNB, stATOM, stOSMO, OSMO, IST

This is a token registry proposal to add support for BNB, stATOM, stOSMO, OSMO, and IST on Umee. Please note that this will REQUIRE validators to update the price feeder to v2.0.4, and update their config to vote on the price of these assets, or risk being slashed and jailed. Vote Yes if you are in favor of adding support for these assets on Umee. Vote No if you are opposed to adding support for these assets on Umee.

Note that as historic pricing information must be collected for assets which require the Historacle, those assets will not be borrowable for the first few days. Specifically: stOSMO will be enabled 48 hours after this proposal passes, and stATOM and IST will be enabled after 36 hours.
