Prop 121: Recover user funds stuck in community pool

On February 1st the following TX was sent from Ethereum to Canto via Gravity

The cause of this failure was a race condition affecting the Canto.io interface when RPC servers are highly overloaded. When an invalid SendToEth is detected Gravity Bridge places the funds into the community pool to be retrieved via governance. This vote, if passed will restore the 10ETH from the community pool to the sender of this message.
