[Community Spend Proposal] Incentivization of milkTIA/TIA Dynamic S+ Vault with Vault Based Incentives

This proposal seeks authorization for a one-time transfer of 20,000 QSR tokens from the Quasar Community Pool to be distributed over a 30-day period. These tokens will function as incentives directly to the milkTIA/TIA Dynamic S+ Vault on the Quasar platform (https://app.quasar.fi/vault/milktia-tia-dynamic-s). The incentives will be paid out directly to vault users by utilizing the recently released Vault Based Incentives feature of the Quasar vaults.
