Prop 311: Replace Terra Classic IBC Client 07-tendermint-0 with 07-tendermint-133

If passed, this governance proposal will replace client 07-tendermint-0 with 07-tendermint-133. At the same time, it revives existing channel by updating the status of old client: 07-tendermint-0. Please vote YES to reconnect Crescent with the Terra Classic.
