Prop 777: Incentives Adjustment for May 2024

This proposal adjusts Osmosis Liquidity Incentives according to methodology in Proposal 578 as well as making the following adjustments:
* Removes incentives from Classic pools as approved in Proposal 774
* Stable/OSMO incentives remain static rather than raise due to high share of incentives.
