Prop 35: Upgrade quicksilverd to v1.5.4

This proposal aims to upgrade Quicksilver mainnet to v1.5.4 of quicksilverd.

This upgrade introduces Governance messages for adding and removing validators from the deny list, fixes a regression in flush logic to consider inflight unbondings, ensures the most recent claims are used to determine signalling intent, and ensures claims are archived correctly when participation rewards is not enabled. It also updates the PacketForwardMiddleware to v5.2.2.
