Prop 161: Enable IBC ICS 20 Hooks

In the v6.4 UX Chain upgrade, we added support for ICS 20 transfer hooks. It enables seamless cross-chain money market transactions. At the release the mechanism was disabled. At UX, we want to provide the best User Experience for handling lending and leverage. After enabling, the following cross chain messages will be supported: MsgSupply, MsgSupplyCollateral, MsgLiquidate. See the v6.4 Release Notes
