Prop 59: [modify] A node upgrade proposal for Upgrade
Hello everyone. This is Alfred from Team XPLA.
Upgrade version: xpla v1.4.0
I am resubmitting the proposal due to a naming error for the version change.
The upgrade contains as follows:
1) Fix for IBC tx process that uses PFM (Packet Forward Middleware)
2) Fix for dust date process for Delegation
3) Refactoring test code
