Prop 146: [SIPS-135] Incentives Proposal for Real Yield USD Arbitrum

This proposal is intended to authorize a one-time transfer of 150,000 SOMM from the community pool to the staking contract on Arbitrum to incentivize Real Yield USD Cellar depositors.
