Prop 37: Jeff's role change to Shentu Ecosystem Development Manager

This proposal will manage the role/title change of Jeff, our current Community Coordinator. This title doesn’t cover the role he is currently fulfilling.
By accepting this proposal Jeff will officially become Shentu Ecosystem Development Manager. This title will help Jeff to continue doing the new responsibilities he has gotten over time and better describe his responsibilities.

The new role description:
- Community lead: Lead the community team for both end-users and validators.
- Strategic Partnership Builder: Build the right long term partnerships to grow Shentu Chain.
Advisor: Advise the foundation through community and partnership feedback.

Jeff will remain a part-time resource that is paid through the community node.
