Prop 33: Onboard qDyDx onto Quicksilver mainnet

DyDx is a standalone open-source blockchain powering a fully decentralised perpetuals exchange featuring an off-chain, order book and matching engine to provide unparalleled scalability and decentralisation.

This proposal aims to add the DyDx staking token to Quicksilver as qDydx.
