BitSong v0.15.0 Upgrade Proposal

This is the proposed upgrade for the BitSong Network to version v0.15.0. The scheduled block height for this upgrade to take place is 15,947,000, which is estimated to occur on March 15th, 2023 at 15:30:00 UTC, with a margin of error of approximately 4 hours to accommodate for any potential clock drift. The chain ID for the network will remain as "bitsong-2b".

• Change Tendermint to CometBFT
• Bump wasmd to 0.33.0
• Bump ibc-go to 4.4.2
• Minor bug fixes
• Fix fantoken, merkledrop and ante_handler test

On-Chain Upgrade Process

This upgrade can be performed in multiple ways. When the network reaches the halt height, the state machine of the BitSong Network will be halted. The traditional method for upgrading requires all validators and node operators to manually replace the existing state machine binary with the new binary.

It is important to note that before proceeding with this upgrade, all validators and node operators should ensure that they have a current backup of their data. Additionally, it is recommended to thoroughly test the upgrade on a testnet or test environment before upgrading a production system
