Prop 153: Increase IBC Quota transfers

During the past days we observed increase usage of the lending protocol. Our IBC transfer quota was hit several times. Blockchain market is getting busy and our protocol gets more interest. To meet market demand we propose reducing the quota reset time from 24h to 12h and increase the quota outflow amounts by roughly 15% and inflow-outflow token and total rate by 40% and 22% respectively.
