Prop 35: Modify voting_period

To enhance Shentu's agility in this rapidly evolving environment, the development team proposes reducing the voting period from 5 days to 3 days. This adjustment aims to accelerate the decision-making processes benefitting feature implementation, bug fixes, and vulnerability resolutions and other subjects.

Voting Yes will approve the modification of the voting period from 5 days to 3 days. Voting No will maintain the current 5-day voting period.
