Prop 74: Commodo asset rates and auction parameters update

The following proposal is to add the Interest and borrowing parameters of new assets on Commodo and update the auction parameters.

U_optimal the Optimal Utilisation value, is 65%.
Base Base borrow rate (Borrow rate at 0% Utilisation), is 0.2%.
Slope_1 Interest rate slope before U optimal, is 8%.
Slope_2 Interest rate slope after U optimal, is 150%.
Ltv Loan to value, is 65%.
Liquidation_threshold It is the percentage at which a loan is defined as undercollateralized is 70%.
Liquidation_penalty Penalty charged of debt if vault is liquidated due to bad Health Factor(Paid to protocol) is 7.5%.
Liquidation_bonus Penalty charged of debt if vault is liquidated due to bad Health Factor (Paid to Bidder) is 7.5%.
Reserve_factor Reserve factor is a percentage of the borrowed Interest rate the platform keeps in a collector contract is 20%.
Supply_cap Maximum amount that can deposited/lend in a cPool is ,000,000

Updated auction parameters:
- Buffer(The premium on the price of the auctioned asset at which an auction starts): To be changed from 1.20 to 1.15
- Auction time (Duration of the auction): To be adjusted from 6 hours to 5 hours
A change in the above parameters will make the price of the auctioned asset fall faster compared to the current one, enabling users to bid on it more quickly.
