Prop 345: Pin Helix Grid Trading Strategy Code (ID 462)

This proposal, if passed, will pin the contract with code ID 462. CodeID 462 has version v0.2.16 of the Grid Trading Contracts which are responsible for the creation of orders for Helix's Trading Strategies
