Prop 149: Updating milkTIA collateral weight and special asset pair setting

milkTIA was recently integrated with UX Chain. We are making adjustments on the milkTIA parameters (leverage collateral weight and special assets milkTIA -> TIA collateral weight) due to the persistent depeg observed from the market.
