Prop 72: Incentivize CMDX and CMST pools on Crescent Dex : phase-2

Summary:
This is an on-chain proposal to add CMDX incentives to CMDX and CMST pools on Crescent Dex. We opened the discussion to the community on our forum to add the liquidity incentives on Crescent DEX by allocating 320,000 CMDX for 60 days - to be distributed per the model for liquidity rewards.

The pools would be incentivised as per the discussion on the forum.
