Prop 13: Parameter Change: Remove Validator Rebalancing Threshold

This variable was an early part of the Stride codebase that was meant to make rebalancing safer. However, in practice, it has not provided any safety, and is making it impossible for us to fully rebalance (we can only get within 1 percent of the desired target). This will lower the relevant threshold and allow us to rebalance to our target.
