Prop 727: Substitute IBC light client for ODIN

Following a hard fork due to upgrade Odin Core v0.6.2 -> Odin Core v0.7.9 (Cosmos-SDK v0.45 to Cosmos-SDK v0.47) , IBC light client connecting with Odin chain (odin-mainnet-freya) was halted. This proposal aims to replace odin-mainnet-freya IBC light client to resume IBC channels with partner chains dependent on this client. Approval of this proposal is critical for reactivating these IBC connections.
