Prop 563: (Redo) Update Instantiate Config: Quark v1.1.1

Give the Quark admin address (kujira1quarksa20wcszgqllmw3u7ckan6r2qzyvhtzaq) permission to instantiate Code IDs 233, this was missed as part of the Quark v1.1.1 upgrade and fixes minor issues with the unifier contract.
