Prop 119: Sommelier v7 - Multichain + Multistrategist + Protocol Revenue Distribution

This is a proposal to upgrade to the v7 version of Sommelier at block height 13010200, expected to be reached at roughly Wednesday, February 7th, 2024 17:10:00 UTC. This upgrade adds the auction, axelarcork, and pubsub modules, updates the cellarfees, cork, and gravity modules, and updates ibc-go to 6.2.0, the SDK to 0.46.14, and replaces tendermint with cometbft.
