Prop 339: Update JUP/USDT PERP Oracle on Injective Exchange dApps

If passed, this proposal updates the oracle for the JUP/USDT PERP market to use a Pyth price feed. Transitioning from a Binance based price feed to a Pyth price feed will increase decentralization of the market and is preferable.
