Prop 267: Align Inflation Distribution Between Staking Rewards And Community Pool

After we have removed the usage incentives pool as well as the corresponding module from the chain binary, we are left with the inflation being distributed between the community pool and staking rewards.

We propose to align this slightly unequal distribution (46.3%/53.6%) to a 50-50 split.
