Prop 137: Revive Canto<>Comdex IBC client

Update the client from 07-tendermint-15 to 07-tendermint-41.

Vote:
- By voting YES, the Canto stakers, voice their support to update the IBC client.
- By voting NO, the Canto stakers, voice their dissent to update the IBC client.
- By voting ABSTAIN, the Canto stakers formally decline to vote either for or against the proposal.
- By voting, NOWITHVETO expresses that the Canto stakers strongly disagree and would like to see depositors penalised by revocation of their proposal deposit and contribute towards an automatic 1/3 veto threshold.
