Prop 241: December 2023 Akash Community Pool & Inflation Proposal - Supplemental

This proposal adds one missing parameter change from Proposal 240 - December 2023 Akash Community Pool & Inflation Proposal.

Proposal 240 mistakenly did not include InflationMax, one of the three parameter changes in the projected calculations spreadsheet (InflationMin, InflationMax, and CommunityTax).
