Prop 240: Stargaze Thirdening Param Change: Staking Supplement Amount

Following Proposal #239 this param change will update the supplement amount per block to 7.46 STARS, regardless of the outcome of the funding proposals if there is no funds to be supplemented the allocation module will skip the supplement step.
