Prop 107: [SIPS-100] Turbo SOMM Liquidity Mining Incentives Proposal

This text proposal is to re-purpose the distributed SOMM incentives for TurboGHO towards TurboSOMM. If accepted, the multisig holding the incentives will direct them to TurboSOMM.
