Migrate Platform and Protocol (Osmosis) contracts to v0.4.0

Summary

In order to perform contract instantiations or migrations, these need to pass through governance since the Nolus network
is a semi-permissioned blockchain. This proposal aims to migrate a new version of the Platform (Time Alarms, Rewards Dispatcher and Treasury) and the Osmosis Protocol (Leaser, LPP, Oracle, Profit and Lease) contracts on the Nolus Pirin mainnet. This update seeks to introduce the following:

• Smart contracts are now being grouped into two distinct groups - Platform and Protocol. Protocol contracts are related to DEX integrations, meaning with each further integration with a decentralized exchange a new set of five contracts would be instantiated. Platform contracts are DEX agnostic so they do not need to be instantiated with a new integration.
  
• Rewards Dispatcher takes into account the different protocols.
  
• Support Osmosis v0.21.
  The complete changelog can be seen in the Github release v0.4.0. By voting YES on this proposal, you agree to migrate this new version of the Platform and Protocol (related to the Osmosis DEX integration) smart contracts.
