Prop 56: A node upgrade proposal for volunteer validator

Hello everyone. This is Alfred from Team XPLA.

This proposal seeks to enhance the XPLA Mainnet by the node upgrade that contains the followings:

1. Volunteer Validator - A module for the validator which does not receive the fee as the reward, instead the reward would be sent to Community pool automatically.

2. Apply EVM Base Fee.

3. Add ERC-20 module
