Prop 32: [SIPS-031] Real Yield USD Cellar Incentives (Contingent on SIPS-030)

This proposal is intended to authorize a one-time transfer of 200,000 SOMM from the community pool to the CellarStaking contract, which is used to incentivize Real Yield USD cellar depositors on Ethereum Mainnet.
