Prop 209: IBC Client Update towards Kujira

The IBC client 07-tendermint-52 ha expired. If this proposal is accepted, this proposal will update client 07-tendermint-52 with the newly created 07-tendermint-1157 client, allowing users to once again send tokens between comdex and kujira.
