Prop 53: Temporarily decrease the voting period

In light of the upcoming major integration with Astroport on Neutron, we propose a temporary change to our governance protocol by reducing the voting period from three days to one day for a series of forthcoming proposals. This expedited approach will commence with a governance proposal for a software upgrade of the base layer protocol to version 0.4.2, enhancing CosmWasm's capabilities. Following this, we will introduce a proposal for storing the latest money market release's smart contracts on-chain, setting the stage for several migration proposals. The first migration will involve updating the Admin contract to support the new format necessary for the Astroport integration. This will be followed by the migration of the remaining smart contracts, ensuring alignment with the updated standards and functionalities. Finally, price feeding services need to be registered in the Astroport Oracle. This streamlined process is designed to efficiently manage the significant changes required for the integration, ensuring timely and effective implementation.
