Prop 32: Edwin as a Shentu Community Manager

This proposal is to employ Edwin as a Shentu Community Manager.

His role will focus on :

- End-user Community : Growing and moderating the end-user community to keep the Shentu channels enjoyable and safe.

- Ambassador Program : Buiilding a Shentu Ambassador Program that is effective and helps the community.

Edwin will be a part-time resource, dedicating an average of 8-16 hours a week on average performing in his Shentu Community Manager role. With compensation in Shentu from the "Shentu Community" Validator node.

The Yes vote will be used as a signature of the Shentu Validators/Stakeholders and this will serve as a Contract between the Shentu Chain and Edwin.
