Prop 129: Add support for TIA

This is a signaling proposal to add support for TIA. Should this proposal pass, the UX core team will assess TIA risk profile to recommend the appropriate risk parameters, and a separate Token Registry Proposal will be submitted. Vote YES if you are in favor of TIA being listed on UX. Vote NO if you are against TIA being listed on UX.
