Prop 692: Routine Incentives Adjustment for December 2023

This proposal adjusts the Osmosis Liquidity Incentives emitted to each pool according to the methodology in Proposal 578 as well as adding a WBTC/USDC pairing to the incentives system - Proposal 670 Preapprove Quote asset Pairings for incentives.
