Akash Mainnet 9 Upgrade

This proposal is for upgrading the Akash Network to version v0.30.0 at a height 13880774.
Upgrade anticipated to be executed on Tuesday, November 28th, UTC 15:00. Note that block times have high variance, so keep monitoring the time.
In the event of an issue at upgrade time, we should coordinate via the validators channel in Discord to come to a quick emergency consensus and mitigate any further issues.

## Upgrade details

By voting YES on this proposal, you approve the following changes:
- fix MatchGSpec which used during Bid validation. Previous upgrade v0.28.0 brought up resources offer. Existing implementation of MatchGSpec improperly validates offer against group spec, which rejects bids on multi-service deployments with unequal amount of replicas.

## Getting Prepared for the Upgrade

Upgrade instructions are available in the upgrade docs.
We recommend validators utilize 64GB of RAM. Since there is no state migration in this upgrade, it is possible to get away with less, but still not recommended.
If you are unable to have 64GB of RAM, at a minimum have a total of 64GB of swap set to prevent out of memory errors.
Validators and RPCs supervised by cosmovisor with DAEMON_ALLOW_DOWNLOAD_BINARIES=true will pick up upgrade binaries from upgrade info.
