Prop 124: Governance Proposal to Decrease Protocol Seize Share for USDC and USDT and Increase Borrow Caps for NOTE

If successful, this proposal will change the USDC and USDT implementations to lower the protocol seize share to 0. This proposal will also increase the borrow cap for NOTE to 200m.
