Prop 122: Add support for noble USDC

This is a signaling proposal to add support for noble USDC.

Should this proposal pass, the Umee core team will assess noble USDC risk profile to recommend the appropriate risk parameters, and a separate Token Registry Proposal will be submitted.

Vote YES if you are in favor of noble USDC being listed on Umee. Vote NO if you are against noble USDC being listed on Umee.
