Prop 678: Routine Incentive Adjustment for November 2023

This proposal adjusts the Osmosis Liquidity Incentives emitted to each pool according to the methodology in Proposal 578 as well as implementing multiple proposal changes:

* Proposal 638 Removed SUI/USDT pool Incentives missed in October's proposal. /n* Proposal 641 Removed Incentives from stOSMO/OSMO pool due to Protocol Liquidity Deployment.
* Proposal 648 Completed Migration of incentives from USDC.axl to USDC.
* Proposal 670 Preapprove Quote asset Pairings for incentives.
