Prop 97: [SIPS-089] Authorize the Turbo SOMM Cellar

This proposal is for the authorization of the Turbo SOMM Cellar. The strategy for the cellar is provided by Seven Seas Capital.

The goals of the strategy are to create SOMM utility and liquidity on Ethereum Mainnet. More information about the strategy, including strategy description can be found in the original forum post:

If approved, the chain will accept signed function calls submitted to the cellar contract from the strategy provider.
